The Climate Protection Act is to be reformed– the old version still applies. However, the Chancellery relieves Minister of Transport Wissing of a central obligation. to submit an immediate program within three months in order to improve it. But the Federal Chancellery is now exempting Transport Minister Volker Wissing (FDP) from this obligation — although the transport sector again caused too many greenhouse gases in 2022, as the Expert Council for Climate Issues only confirmed on Monday morning.
“We have a different decision,” said a deputy government spokesman on Monday with a view to the results of the coalition committee of the traffic light parties. There it was decided to reform the climate protection law. Among other things, the annually mandatory sector targets and the retrospective corrections by means of an emergency program are to be eliminated. Read more about the planned reform here.
Ministry of Transport didn’t want to submit a program
A spokesman for the transport department had previously announced that he did not want to put on a program. Like the chancellor’s office, the spokesman pointed out that the coalition committee had decided to change the climate protection law.
As early as 2022, the ministry under Wissing had to rip such a pass away Submit guidelines from 2021. However, the proposal was rejected by the Expert Council as insufficient, and no new proposal was made. Passes away had no consequences– the Climate Protection Act does not provide for that.

The Ministry of Construction, on the other hand, stated that the emergency program from last year would be further developed.
Decision contrary to the law
According to the current legal situation, an emergency program for the affected sectors would have to be presented three months after the submission of the expert report. The spokesman for the Ministry of Transport said he expected the law to be changed within that period. The resolutions of the coalition committee indicate that in future emissions should be considered over the years and that additional emissions in one sector can be offset by others.
The law must be presented by Climate Minister Robert Habeck (Greens). A spokeswoman said that the work here is still at the beginning and that there is no timetable for submission.
